Conditional licensure: A step too far?

Reform of the Veterinary Surgeons Act is likely to include 'conditional licences' both to fulfil the requirements of the Equalities Act 2010 and a Fitness to Practise diciplinary system. Could the genuine need to comply with the Equalities Act through allowing conditional licensure potentially open the door for loss of omnipotential at graduation and allow species specific training and licences? Is all this a step too far? What would happen in the event of a devastating infectious disease outbreak if there were not enough vets licenced to work with the affected species?
